Eleutheros — from the Greek word meaning free — is the Aiko Adade Foundation’s flagship rabies prevention and elimination programme, working towards a Ghana where no person or animal has to lose their life to rabies. Eleutheros was born from a moment on the stage of the 2022 Ghana's Most Beautiful (GMB) Finale—where a vision for a Ghana free from rabies was first publicly articulated. What began as an idea has grown into a developing national movement built around one simple conviction: Rabies is preventable. No one should die because they could not access the knowledge, vaccination or care needed to prevent it. Today, Eleutheros brings together vaccination, education, veterinary outreach, community engagement, advocacy and strategic partnerships to address rabies at the community level while contributing to the broader goal of rabies elimination. The programme aligns with the global ambition to end human deaths from dog-mediated rabies by 2030, and with the Aiko Adade Foundation’s constitutional mandate to help eradicate rabies in Ghana through education, outreach, community engagement, pet vaccination, responsible pet ownership and public health. WHY ELEUTHEROS? Rabies is one of the world's deadliest yet most preventable diseases. Once clinical symptoms appear, rabies is almost invariably fatal. Yet the disease can be prevented through measures that are already known and available: vaccination of dogs, responsible animal ownership, awareness of dog-bite prevention, and prompt action following exposure. The challenge is not simply the existence of the disease. It is also access, awareness and consistency. A child may not know that a seemingly minor bite can be dangerous. A family may not know where to seek help after an exposure. A dog owner may not understand the importance of keeping vaccinations current. Communities with limited access to veterinary services may have fewer opportunities to protect their animals. Eleutheros exists to help close these gaps. We work particularly with at-risk and underserved communities, taking vaccination, education and veterinary support closer to the people who need them. Because eliminating rabies requires more than vaccinating animals—it requires communities that understand the disease and know how to prevent it. OUR APPROACH Eleutheros takes a One Health approach, recognising the connection between human health, animal health and the environments in which communities live. Our work focuses on four interconnected areas: 01 — RABIES PREVENTION & VACCINATION Protecting animals. Protecting people. Vaccinating dogs is one of the most effective ways to prevent dog-mediated rabies. Eleutheros conducts targeted vaccination activities in communities identified as being at increased risk, with particular attention to areas where access to veterinary services may be limited. Our vaccination work aims to: Increase access to rabies vaccination for dogs. Reach underserved and high-risk communities. Promote responsible vaccination practices among dog owners. Support wider efforts to increase vaccination coverage. Collect and document programme data to inform future interventions. The Foundation’s Constitution specifically mandates nationwide rabies vaccination campaigns and collaboration with public and private veterinary institutions to expand vaccination coverage, particularly in high-risk and remote areas. Our long-term ambition: contribute to a Ghana with the vaccination coverage and community protection needed to eliminate dog-mediated rabies. 02 — RABIES EDUCATION & BITE PREVENTION Knowledge can be lifesaving. Vaccination alone cannot eliminate rabies. People need to understand the disease, recognise risky situations and know what to do when a bite or other potential exposure occurs. Eleutheros works to ensure that people across Ghana—especially children and young people—have access to simple, accurate and practical information about: What rabies is and how it spreads. How to interact safely with dogs. How to prevent dog bites. What to do immediately after a dog bite or suspected exposure. Why dogs should be vaccinated. Responsible pet ownership and animal welfare. We use community education, school programmes, volunteers, media and other accessible communication channels to take these messages beyond traditional veterinary spaces. This directly reflects the Foundation’s constitutional commitment to school-based education, community volunteers, school clubs, community theatre and media content as tools for disease prevention and animal-health education. Our goal: make rabies knowledge ordinary knowledge—not specialist knowledge. 03 — COMMUNITY VETERINARY OUTREACH Bringing care closer to communities. For many communities, veterinary care can be difficult to access because of distance, cost or limited availability. Eleutheros therefore integrates rabies prevention with broader community veterinary outreach, helping communities access credible information and basic veterinary support while promoting responsible dog ownership. Our outreach may include: Mobile veterinary clinics. Basic animal health consultations. Responsible pet ownership education. Animal welfare education. Community-based veterinary support. Referral of animals requiring further veterinary care. This approach allows Eleutheros to meet communities where they are, build trust and create opportunities for rabies prevention to become part of a broader culture of responsible animal ownership. The Foundation’s Constitution provides for affordable and accessible veterinary care, including mobile outreach clinics in underserved communities, alongside public information on veterinary services and disease prevention. 04 — ADVOCACY, RESEARCH & PARTNERSHIPS Turning community action into lasting change. Rabies elimination cannot be achieved by one organisation alone. Eleutheros seeks to work alongside government institutions, veterinary professionals, local authorities, schools, traditional leaders, community groups, NGOs, researchers, private-sector organisations and international partners to strengthen the collective response to rabies. We aim to: Document and learn from community interventions. Support data-driven rabies prevention strategies. Build partnerships that expand vaccination and education. Advocate for policies that strengthen responsible pet ownership and zoonotic disease control. Contribute evidence and community-level insight to wider rabies elimination efforts. Develop partnerships that can take successful interventions to greater scale. The Foundation’s Constitution explicitly provides for policy advocacy, stakeholder engagement, data collection, strategic partnerships and participation in national and international networks supporting its mission. Over time, we hope to build from rabies prevention in Ghana towards contributing to the wider fight against neglected tropical diseases and preventable zoonotic diseases across Africa. OUR IMPACT SO FAR Eleutheros is still growing, but the movement has already reached communities across Ghana. 1,000+ People educated Through community outreach and public education, we have helped more than 1,000 people understand rabies prevention, responsible dog ownership and animal health. 200+ Vaccination activities We have conducted more than 200 vaccination activities across different communities, bringing rabies prevention closer to dog owners who need it. Growing Community reach Each vaccination activity is also an opportunity to educate, listen, build trust and connect communities with information and veterinary support. But our greatest measure of success will not simply be the number of dogs vaccinated or people reached. It will be a future where rabies deaths are no longer accepted as inevitable. Every person who experiences a dog bite knows what to do next. Communities have access to reliable veterinary and public-health information. High-risk communities are not left behind.
